I agree with the other person reverse physiology will work but be carefull with his sentiments.
use speed games with him...
like "lets see whom can finish this faster"; put as a prize something that you know that he really likes...
Regardless... this is his personality.
You can't change someone's real "core" or inner person.
You can only motivate him to improve a "bit" BUT not to change it.You cannot speed up a slow person. They may have a neurological deficit or disorder that makes them that way.
You'd have better success in working on accepting that they are this way.
Its also possible he has a very mild Muscular Dystrophy condition, (or other such disorder) which may not have been diagnosed and this causes extreme pain in the muscles if they try to play sports or be athletic.
Learn to accept him as he is and don't try to "fix" him. Find yourself another "fix it" project and be glad to have him in your life.
